Minister Nikai is known for promoting Sino-Japan friendship, in the year of 2000, he planned to set up memorial stones to celebrate 30th anniversary of normalization of Sino Japan relations, however, the proposal encountered strong local resistance and had to be scrapped. Regards to Japan and China's disputing over natural gas exploration in the East China Sea, Minister Nikai opposes Japan's Foreign Minster Taro Aso, who took a strong position against China.
