Chinese peple didn't hate Japanese after WWII

This year marks the 60th anniversary of return of millions of Japanese people from Manchuri to Japan after it was defeated in World War Two. At a first ever ceremony to mark the history episode, held in Huludao, Liaoning province, China's council member, Tang Jiaxuan, said, allowing Japanese people to return to Japan indicated Chinese people didn't hate Japanese, even Japan was defeated during the war.

Sixty years ago, China was under Nationalist's rule, Now, China is under Communist's rule, does it make some senses that the event was finanally and suddendly being remembered and celebraed? Does it mean that then Chinese people didn't hate Japanese, but now they do?

So many questions, so few obvious answers.
