Why Mr. Koizumi wasn't able to speak in US Capitol?

Being in a steadfast ally and "best ever relationship" with the United States, Japan not only contributed troops to Iraq, sent aid workers to Afghanstan, but Japan also payed billions of dollars to fund the first gulf war, war on terror and Iraqi war. In a letter to Chairman of Japan's Lower House , Hyde pointed, As long as Mr. Koizumi doesn't stop visiting Yasukuni, US congress will not invite him to speak in the chamber.

In an interview with TBS, Hyde said, "I think strongly about Japan's Prime Minister going to the Yasukuni Shrine. What I want Mr. Koizumi to pay attention is (don't hurt) feelings of American WWII veterans".
